New Mexico has had a similar matching program for capital outlay for many years, and poorer districts are the primary participants and beneficiaries. The real question is whether local districts should be allowed to make a greater effort on behalf of their schools than the state as a whole is willing to make. This question is relevant to the discussion of site-based management.
