It's entirely possible that with 1.4 with all of its bells and whistles Commodore will choose to go to 512K ROMs so it all fits. The 1000 Kickstart disk could be EASILY set up to load what it can in the WCS, and the rest in RAM. To me, this is what the message from DVS DID say. I find it possible, even likely, that later versions of the Amiga OS will use 512K ROMs. These versions will run on a 1000 but will take up 'normal' RAM. (- the 256K that will fit in WCS). So **like the message said*** the board will allow running 1.4 (or whatever uses a 512K ROM) "without using extra RAM". To me this feature isn't evil salesmanship, it is salesmanship of a forward looking and well thought out feature. I have NO affiliation with DVS, just an opinion (and a 1000).
