I suppose it could decide what tools to use on BITNET for centralized generation of routing tables, although that in itself wouldn't get the rest of the necessary software written to replace what is being done with NETSERV and GENROUTS. I certainly don't see how individual sites could be prevented from using whatever tools they deem proper to generate their own routing tables. I also don't think it is desirable to try to prevent that.
