We are having some trouble with NCSA Telnet on the PC connected to a
DG / Aviion Host running DG/UX.  When we use VI or Gnu Emacs, it seems like
all control characters are echoed.  It seems that tty raw mode is not
working.  However, when we telnet to the same machine from the Apollo host
we don't see the problem.  Any tips, ideas?
