Actually all seems to work perfectly. What happened was that Telnet said FTP was enabled, even though it was not. The config.tel file says "ftp=no" and FTP is disabled, but the Parameter Menu screen says "File transfer is -- Enabled". A bug in 2.2D, it seems to me. If I have the config.tel say "ftp=yes", or toggle file transfer off/on at the parameter menu inside NCSA Telnet, then all is well.
