you might try an article from about 86 or 87 by
Alon Guez and Moshe Kam
called somthing like "neural nets can design neural nets"
(sorry I can't give a better ref.  try the big NN conf. proc
or Robotics and Automation or Intelligent Control (IEEE) conf.)
