TRON was the only response I received via email that fit the requirements (a genuinely new CISC instruction set, not an enhancement to some old product). How long ago was TRON conceived? I'm guessing it may have been 5 years ago, but I'm not sure. It's very interesting that TRON comes from Japan, and the U.S. is still considered to be the leader in CPU design. Maybe I should have asked for the most recent U.S. CISC cpu design.
