If someone changes that it will become necessary for SIMTEL20 to add a timer to the FTP server to drop jobs that have been logged in for long periods. I don't think anyone wants to see that because it could mean losing your connection in the middle of a long file transfer. The idea here is to give everyone a chance to get in. There are a limited number of net ports available for FTP jobs.
