I had this same problem with my modem (1/2 card internal) and Telix.

In the configuration menu, find the initialization string.  It should have
ATX1 in it.  This should change to ATX3, for dialtone and busy signal detection.

(these could be wrong -- I don't have my book in front of me)

The other problem I've had (with an external modem) was a dip switch in the
modem which always forced the CD line high.  With this, hangup always fails.
