To-whom-it-may-concern letters tend to work ok.  Other possibilities would
be checking out the library at your local university or sending email
to postmaster at some mit machine which will probably turn up some way
of finding out what is necessary online.  Different universities take
different positions on charging for tech reports -- sometimes they don't
bother, but other times they want some sort of covering charge.  Also,
they may not keep all of their tech reports in print (again, this varies
from school to school).  There are plenty of people from MIT on the net,
so maybe one of them will have more precise details to post.
