Our Pascal compiler seems to be lacking this file.  Perhaps DEC didn't
supply one, or perhaps DEC doesn't supply it at all.  I do have the
PLI version of the CLI$ routines, and suppose I could convert this to
a Pascal version, but I don't know if I'd get all the types and foreign  
modifiers right in the process.  I'm just trying to compile some source that
makes use of these functions...
