Has anyone noticed that the TeX command 
\bigl and \bigr (increasing delimiter size suitable for non-display
math) don't work in Latex at 12pt?

They do work at 10pt. Can this be fixed, has it been fixed?

I am not even sure that it qualifies as a bug as Latex advises the
use of \left and \right. But these don't always select a bigger delimiter
and at times you want to force this.
