I have had the chance lately to play much more with Excelan TCP/IP
and 2.3.2.  I have encountered a problem, and am wondering if my
/usr/sys/io/ex.a is too old.

The problem is that non root processes cannot bind to sockets.
If I telnet not as root, I get the error:
xsocket: Permission denied 

As root it works.  My /usr/sys/io/ex.a is:
-rw-r--r--   1 bin      bin        50756 Sep 28  1988 ex.a
