Here's a piece out of a TAGS file of mine (running gnu emacs 18.52):

void dump(^?425,15454
void full_dump(^?451,16363
void brief_dump ^?496,18099

The first number is the line number where the function is to be found,
and the second is the position in the file (as a (point) value).
These values may be out of date; find-tag uses them as a starting point
for its search of the string extracted from the tags file.
