I DO assume that most people - whether disABLEd or not - are not qualified to do high-voltage electrical wiring (for purposes of conversation, I am using "high voltage" to mean any voltage over 50V). There is a technical term for people who assume they can do wiring of the sort we're talking about; we call them "corpses".
