One idea is to restrict distribution of new users, (including
undergrads) to local for n weeks. This spares the net from the
thousands of "test"s in active groups, and the "please subscribe
me to list" messages. The idea is that after such a time, they
may have read enough to avoid the worst of the mistakes. A
refinement might be that they had also spent x connect hours or 
y cpu seconds in news.
