The last two are bootstrap programs in BASIC and DEBUG, respectively. Of the first two, I'm not sure which is the more complete copy (since I have not downloaded them) but the other files on simtel called toad* include source, so try that one (it's also the smaller one by about 4:1). As for my two bits worth, I wouldn't mind using XXdecode since we have problems here with improper translation from EBCDIC to ASCII, but I like using ZOO, since it is freeware and I have never had any trouble with my copy of it. Any tools that the group decides on could easily be posted to c.b.i.p as a starter kit on a regular basis, to provide them to everyone. After all, that's how most of us got ZOO.
