I know they're not exactly puzzle games, but they do require thinking.
You should check out:
Empire : EA (I think)
Kingdoms of England : Incognito Software

Both of these are military strategy games.  They are the best two such games
IMHO, on the amiga. (I especially like empire.) Try them out !
