I figured out the problem.  Yesterday, I took my IIe apart almost completely to
install a cooling fan.  When I put it back together, I reassembled the modem's
jack box incorrectly, and a couple of wires were probably pinched.  (The wide
nut that holds the box to the backplane pinched the ribbon cable between the
nut and the backplane.)  By bending the ribbon out of the way, I solved the 
problem.  The phone once again is disconnected when the modem is online--a very
nice feature that apparently isn't implemented in most modems.  Hats off to AE
for putting it in the DataLink 2400!  BTW, if you're looking for a fan to cool
your IIe, the Kensington System Saver is, IMHO, a bit tacky in appearance, with
a big box hanging off the side of your computer.  I picked up a 3" fan at Radio
Shack yesterday, along with some inline tap connectors.  The fan runs off the
+12V supply (takes 190 mA from the 1.5 A available from the stock supply), so
you can just tap the power supply's wires that connect it to the IIe
motherboard.  I put the fan under the keyboard and covered the excess vent
space with weatherstrip that you can get at K Mart.  Works like a charm.

BTW, why not a System Saver?  I already had a surge-suppressor power strip!
