I worked out these frequencies years ago by studying the C64 schematic.
I've never used a PAL C64, so I have no proof that this number is actually
right, but it was arrived at in the same way as the NTSC number, which seems
right.

C-64 CPU clock speeds:  NTSC: 1022727  Hz
                        PAL:   985248  Hz
