I was able to do an anonymous ftp to wsmr-simtel20.army.mil this
afternoon (about 3:00 pm PST). In general, the machine has been
available, although I did get a connection refused about 1:00 opm
this afternoon. Since wsmr-simtel20.army.mil has limited bandwidth
out, they limit the number of simultaneous anonymous ftp users.

In general, remember that simtel20.arpa has changed its name to
wsmr-simtel20.army.mil quite a while ago, and try ftp'ing at
odd hours.
