The rationalization was that it was more of an application than a part of
the os (Apple's bundling as system software notwithstanding) and I'm trying
to avoid putting stuff at the top level that doesn't need to be. On the
other hand, a couple of people have brought up not renaming it, so I'm
watching the discussion. I will probably leave it on the proposal as stands
and see whether it gets approved or not during the vote (since what you're
proposing is 'do nothing', rather than 'modify the proposal').
