Comp.sys.mac reorganization.

I agree with most of the thrust of the proposals that Chuq has outlined, 
except for the one "c.s.m.wanted", since the people that have "part 5 of.." 
or "a program which does ..." will not look at this newsgroup.

Such things should just live in the c.s.m.misc, or if questions about 
applications, in c.s.m.appl.
