Why not just run the code?

The MITRE corporation wrote an excellent FTP/FTAM gateway a couple of years
for the ISODE.  You can find it in the latest ISODE release (an openly
available implementation of the upper-layers of OSI).  Drop a note to
bug-isode@nisc.nyser.net if you want information on how to get a copy.
