I had an Apple 300 baud modem with those symptoms which I finally traced to
the amplifier chip which amplifies incoming and outgoing signals.  I
replaced the amp and it worked fine.  Now my 1200 baud modem hhas the same
symptoms, but this one works fine if I leave it unplugged from the phone
line unless I'mm actually using it (like right now).
