What mode are you attempting to run?  I recently purchased an ATI board and
have experienced the same problems.  I haven't been able to get mode 67H
(1024x768x4) to output anything but black and white.  The information about
changing palettes in this mode is far from clear.  I upgraded the board to 
512k (for about $40) and have had much better luck with mode 65H (1024x768x16).
I get all 16 colors.  (There appears to be 6 planes used in this mode, not 8
like the documentation says).  I got some test programs written in turbo c and
assembler if you are interested.  If anyone has a phone number for ATI or any
other information on this card I'd be interested in it also.
