It is a DOS extender, allowing programs to use extended memory. It also has a virtual memory (swapping) package that uses the 286 or 386 virtual memory features. SET DOS16M= specifies the configuration DOS16/M is to use for its protected mode environment. SET DOS16M=10 specifies a particular method of switching between real and protected mode (this is a _loooong_ story -- different machines, different BIOS's, etc. all have their peculiarities). The reason for the need to set DOS16M=10 is to make DOS16/M work on certain machines.
