In general, I agree with your scroll bar assessment (esp. the Athena scrollbar,
blech).  However, on the Motif scrollbar you missed something.

If you click above or below the slider (and not in an arrow) the scrollbar
should move 1 page in that direction.  It is up to the application (or possibly
the user with .Xdefaults) to set the page increment (ie: a page move may only
be half of the window rather than the whole).
