Uhh, excuse the dumb question, but why can't Windows programs be posted
through comp.binaries.ibm.pc?  That group exists, and is operating once
again.  I doubt the moderator would object to Windows binaries.  At least
you could ask...  And the volume in that group isn't too high to watch
for Windows programs.
