When you change the bath water, make sure you retain the baby: protocol implementations and configuration changes in the US and in other countries able to support large- scale networking infrastructures should be done in a way that will not cut off the newly formed community from the richness of the current worldwide connectivity. We can maintain worldwide connectivity as long as we do not lose sight of the requirement to do so as we consider re-engineering options.
