Not true. The Internet does not have interactive messaging capability. It does not have the ability to send files asynchoronously without passwords, and with the transmission being initiated on the sending side. In other words, it lacks "mail" like service for file transfer. Hence, people sometimes tend to encode files inside of mail, which is not a very satisfactory replacement for true file transfer.
