We run a similar configuration (Supersession on MVS with Telnet on VM).
In our case VM is one option of the Supersession menu.  When logged on
to VM the user via a menu can use Telnet. Our local ethernet attached
hosts are directly selected from the VM menu and a second panel is used
if the user wishes to connect to any remote host.
