This was part of the 'theft of 911 software' story in the press early in February. In a special issue of TELECOM Digest (comp.dcom.telecom) today, David Tamkin (a Jolnet user) discusses what took place; and the site administrator for another public access machine establishes new restrictions and rules for his users. The article is quite long, so I did not cross-post it here; you can find it in comp.dcom.telecom as message 4332@accuvax.nwu.edu this date.
