I asked this in another newsgroup but didn't get a response so I'll ask here.

Can someone e-mail me or post the information on how to create or
attempt to create a newsgroup.  I need all the information in simple
terms all the way from how to begin a discussion (what to do, who to
write etc. etc. ), to voting (who takes care of that), to getting it
enacted etc.  I'd like to start a rec.sports.bodybuilding if there is
enough interest and no to much opposition.
