Thanks to all the responses.  It turned out that the colour
burst was way off frequency.  So far in fact, that I had to
pad the crystal with a small capacitor--the adjustment capacitor
on the mother board could not bring it back to the right
frequency.  I don't have a frequency counter, so I tuned around
my Kenwood until I found the 14... signal and worked from there.
