Unbelievable, that's what it is!  To imagine that by mandating such
goals as'number one in the world in science and math'we will enhance
learning for a more useful society is incredibly naive. The only ray of
hope is the 50% proposed increase in the education budget.  Let's hope
it doesn't all go to developing new instruments for measuring whether we
are 'ready to learn' or not!
