You could run multiple TCPIP address spaces, each with a different default Telnet server application. The 8232 would be connected to one of the TCPIP's, and the others would be connected to that TCPIP as described in "Linking Two TCPIP Address Spaces" on page 5-9 of the Installation and Maintenance Manual.
