You could  set up a  FAVE that would change  the FFORMAT variable  in the
LISTSERV  GLOBALV group  to  PUNCH if  it was  blank  (ie not  explicitly
specified by  the user).  This is about  as close as  you can  go without
doing things which "might not work in the next release".
