( At least before the elections in fall ) This is due to Kohl's aim to keep the extreme right "Republikaner" down. Also the organizations of the refugees ( Vertriebenen ) of the former german east- territories ( Schlesien/Ost-Preussen .. ) are strictly against guaranties for poland. The SPD wants guaranties now. ( declared by the west and east Parliaments ) This should improve the speed of the unification, and cool down Poland. ( which wants to get into the 4+2 talks ). Otmar.
