On HDB uucp, you can put a grade after the time to call.  For example:

site Any/P ...

would allow things with grade >= P to be sent at any time.  There were 
problems with BSD versions of uucp communicating about grades 
differently, hopefully the uucp you have is compatible with both 
methods.
