Here are three reasons: 1) I have not studied the causes and thus cannot explain it, but some Telnet hosts seem to take about 10 times longer (some 30 seconds as opposed to 2 to 3 seconds) to give me a logon prompt if I use a dynamic rather than a static address. 2) I prefer to use a static address for our mail servers, so I can address them directly without needing to go through address resolution. 3) Also, some network bureaucrats apparently believe they can collect "better" statistics if they can match individual users with a specific IP address.
