TOPS/Sun does work with Sun OS 4.0.3.  Without more information, it's 
difficult to guess why you have been unable to get TOPS/Sun to work with 
OS 4.0.3.  Here's a guess:

Where you unable to re-build a TOPS kernel?  If so, remove your SUNAPPLE 
directory (/sys/sun4/SUNAPPLE or /sys/sun3/SUNAPPLE), and re-build your 
SUNAPPLE kernel.  If you are not familiar with re-building kernels, simply 
re-install TOPS/Sun.
