I think if you turn off all local validation, you turn off bboard
address validation, too.  Probably it should be possible to have it
turned on alone; I'm sure if you come up with a patch, it will be warmly
received...

Well, you can simply type the name of the bboard on the "to" or "cc"
header in sendmessage -- that's by far the easiest way.
