I believe that until ClariNet, UUnet and similiar operations came along, USENET was operated by a group of people as a good thing for which they received no compensation. That strikes me an idealogy of sorts. Now, this idealogy has changed such that people can make a buck. I suppose this is similiar to the commericalization of the internet. What was once mostly socialistic, is now capitalistic.
