Open up the 1541 and clean the little LED that senses the write-protect notch (clean with alcohol or diskette cleaner). This is the most obvious hardware problem (also check the connecting wires for shorts). There also could be a problem with the drive ROMs, which someone with more expertise might be able to check. But check the obvious hardware problems first. Gregg W.
