Before you can use hardware handshaking on the Sun serial lines (specifically the CPU ports), you MUST enable it in the kernel. This is done via the zs0 config line. Normally the 'flags' field is 0x3, setting hardware CTS/RTS off. To enable it on port A, change it to 0x2, for port B, set it to 0x1, to enable it on both, set it to 0.
