We (OK, I) recently subjected the Michigan distribution to the same sort of checkgrouping. The results were fascinating. Some sites, including 2.11.14 and earlier, got boatloads of messages saying they had spurious groups -- all groups besides mi.*. Others got empty messages with the subject "invalid groups" or something similar. Up-to-date Bnews and Cnews sites got proper messages. So the problem is definately the news software levels.
