What exactly does/should a mailing list coordinator do?

Should letters that come in be automatically sent out to the list
or should some moderation/editorializing occur?

Should the letters be sent out one at a time or concatenated together
into one big letter?

Experiences and/or opinions emailed to me will be appreciated.
