The USSR indicates that it is willing to negotiate peace terms with
Finland; the Finnish government accepts.  Fighting continues around
Viipuri, with further attacks across the frozen bay, and Soviet bombers
raid Helsinki.

Soviet officials admit the February 21st bombing of Pajala, Sweden,
and offer their regrets for the attack.

London announces that the government will finance the war's first loan, 
of 300,000,000 pounds, at 3% interest.  The loan is to be repaid over
15 to 19 years.

British warships intercept 7 Italian colliers in the English Channel
and escort them to a contraband control center.  Italy protests in
strong terms.
