Where is the format of mail folders documented?  I would like to create a
file which is not actually sent or received mail, but which I can
manipulate using Elm (it will have a real "to" and a pseudo-"from".  

I tried a file that was in a format that I guessed might work, and Elm said
that the file is corrupt.  So, rather than guess again, I'll ask.
